Brigalow Peaking Power Plant – Project Management & Geotechnical Investigation

Our team successfully managed a multifaceted project that encompassed various critical components for GE Vernova. From ground survey, LiDAR, and geotechnical investigation, we orchestrated seamless coordination to achieve project objectives.

Client: GE Vernova, who were contracted by CS Energy.
Duration: Plant is expected to achieve commercial operation by 2026.
Location: Western Downs Region, approximately 260km west of Brisbane.

Brigalow Peaking Power Plant is a 400MW natural gas power plant that is being developed by CS Energy, which is a Queensland state government-owned utility company.

This project is located at the Kogan Clean Energy Hub, near the Kogan Creek Power Station in the Western Downs Region, which is approximately 260km west of Brisbane.

Once complete, the Brigalow Peaking Power Plant will include a compact power station with an area of 350mx15m and will be equipped with 12 x 22MW GE Vernova LM2500EXPRESS aeroderivative gas turbines. The investigation site was a greenfield location within an industrial area adjacent to the existing operations of the Kogan Creek Power Station.

 

Our work scope included providing preliminary and detailed designs for the following:

  • A multi-unit natural gas and hydrogen blend fuel-based gas peaking power plant
  • An electrical substation and overhead line connection
  • Access roads and hardstand areas.

Our team successfully managed a multifaceted project that encompassed various critical components for GE Vernova. From ground survey, LiDAR, and geotechnical investigation, we orchestrated seamless coordination to achieve project objectives. Outlined below are our project management strategies for each aspect.

 

The geotechnical investigation carried out by CMW Geosciences involved assessing subsurface conditions at the Brigalow Peaking Power Plant site. The team conducted drilling, in-situ testing, plate loads, electrical resistivity, downhole seismic, test pitting and borehole logging, this information was evaluated for soil properties and suitability of cut materials to be used as fill, foundation options, and stability of slopes. On completion of works, a factual geotechnical report was submitted to GE Vernova, despite access issues due to unusual weather conditions for the time of year.

Accurate site mapping was fundamental and was carried out by Boland Survey & Design Pty Ltd.  Conducting topographic surveys, boundary surveys, and utility location surveys. Our team used advanced equipment to create precise maps. The survey data facilitated design alignment, infrastructure placement, and compliance with regulatory requirements.

LiDAR scanning carried out by UPRIFY allowed the creation of a detailed 3D model of the site, capturing elevation data, vegetation distribution, and structural features.

Laboratory testing carried out by Coffey Testing involved analysing soil and rock samples taken from test pits and Boreholes. The following testing was carried out:

  • Specialty testing methods such as:
    – 1D Consolidation
    – Emerson Dispersion
    – Soil and Groundwater Aggressivity/ Resistivity (chlorides, sulphates, pH)
    – Consolidated Undrained (CU) Triaxial Compression
    – Point Load Strength of Rock Core
    – UCS of Rock Core
  • Standard CMT Testing methods AS1289:
    – Atterberg Limits and Linear Shrinking
    – Moisture Content
    – Particle Size Distribution
    – Dry Density Testing, and
    – 4 day-soaked California Bearing Ratio (CBR)

By effectively managing the geotechnical investigation, ground clearing, flora and fauna assessment, surveying, LiDAR scanning, and laboratory testing, Coffey Testing contributed to the successful expansion of the Brigalow Peaking Power Plant.
